Who I am

Melvin Riem

I help organisations prepare for the decisions that matter most. Fifteen years across the public-safety sector — as lecturer, investigator, commander, advisor and duty officer — have taught me one thing: pressure does not create leaders, it reveals preparation.

My background runs across the full breadth of public safety. Lecturer in Integral Safety and Public Administration, with a foundation in didactics and detective science (Master's in Criminal Investigation). Operational roots in the fire service, from firefighter, driver, crew commander and reconnaissance to post commander, with a specialism in wildfire response.

Inside the police, my work centred on organised international crime, successive roles focused on excessive violence, liquidations and the illegal international trade in firearms and drugs. Alongside that, board secretary for the SGBO (Staff Section for Large-Scale and Special Operations), and contributor to and initiator of international Operational Task Forces and Joint Investigation Teams at Europol and Eurojust. That decade of high-consequence casework is where I learned what decision-making under real pressure demands.

From there I moved into leadership and specialist roles in the police, and into strategic policy advisory for multidisciplinary training and exercising at a safety region. Over the past year I have worked across every facet of training and exercising within public assistance and the healthcare sector. To speak the operational language of the medical column, I completed the OvD-G qualification (Duty Officer Medical) this year and gained hands-on experience with hospitals, GPs, pharmacists and the GHOR deliberately, not as a claim to a GHOR career.

What clients and participants value is the way I advise and coach: moving between strategy, tactics and operations, in a language that reaches the boardroom, the crisis team and the frontline. RHEM combines that background with the human side of performing under pressure — and with a wide network of specialists that can be brought in when the assignment requires it.

Theoretical foundation

A synthesis, not a single doctrine.

How RHEM works is built on practice first — then framed by multiple bodies of thought.

RHEM does not operate from one fixed method, but from a synthesis grown out of field experience and several theoretical frameworks. The Landscape of Crisis Management (crisis-GOGME®, Herman van Hijum) is one of the building blocks — a reference that helps read the existing system, not a doctrine RHEM adopts wholesale. BOB (Beeld-Oordeel-Besluit) is used as a practical tool, not an end in itself. Alongside these, RHEM draws on models such as FABCM, OSO, MOBIG, IRS and the discipline of uncertainty — each tested against what actually works under pressure.

My way of working is not built on a single method, but on a synthesis of practice and multiple theoretical frameworks. Not the theory — but what works in practice — is the standard.
